At the March 22 Board of Education meeting, Assistant Superintendent David Holm presented a budget update and proposal to reduce next year's budget an additional $12.2 million to make up for the state's funding shortfall. The board previously approved cutting $9.2 million in order to achieve a balanced budget in 2010-11.
Holm provided an overview of the district's finances, and demonstrated how the district already operates at the lowest expenditure per pupil and the fewest number of administrators of any unit district in DuPage county.
Even with the district's fiscal efficiencies, the state's current budget crisis has created a need for the district to cut its budget deeper for next year. Holm said administrators looked at five areas: delaying expenditures, operational efficiencies, staffing efficiencies, and program efficiencies and revenue enhancements. The Board of Education took action to preserve the district's budget options by releasing 145 teachers after the end of this school year. This action is estimated to save the district $7.1 million. "We are required by school code to notify teachers now that they are not guaranteed a job next year. If state funding improves, we hope to hire teachers back," said Superintendent Kathy Birkett.
Board of Education President Curt Bradshaw said "The Board certainly wishes we could achieve the necessary budget reductions without releasing a single member of the District 204 team. However, we owe it to our taxpayers to live within our means as they are striving to do."
The board encourages the community to provide feedback about the budget proposal at www.surveymonkey.com/s/QSGT52Q. The board is also holding a special community budget meeting on April 5 from 6 to 9 pm at the Crouse Education Center to provide a brief budget update and accept additional public comment.
Bradshaw said the board will most likely decide on the budget proposal in mid-April at the earliest. "The timing and final plan will depend on the outcome of our union negotiations," Bradshaw said. The district is negotiating both its teacher and clerical contracts this year.
