Oswego schools' 5-year plan includes new schools

OSWEGO -- Despite the Oswego School District's budgeting woes, officials continue to discuss a third high school to ease the steadily growing enrollment in the district.
The administration presented a five-year facilities plan for the district this week, which includes expanding full-day kindergarten, renovating East View Elementary School, opening a third high school and opening an elementary school on the East Side.
Before the end of this school year, School Board members must decide whether to build a third high school to open in 2014-15. A location has not yet been determined. The third high school would be funded by the $450 million building referendum from 2006.
The administration is seeking direction from the board by its next meeting on whether to go forward or delay the project another year.
"The pitch will become so much clearer once you tell me what I can do," Construction Services Director Doug Gallois said.
By the 2010-11 year, enrollment boundaries would need to be adjusted to accommodate East View reopening as a 750-student K-5 elementary for 2011-12. Enrollments would also need to be balanced at the elementary level, to relieve Churchill, and the junior high level, to relieve Traughber. Murphy Junior High, a built but vacant school in the district, could also open as a grades six-to-eight junior high in 2014-15.
The administration has made a conservative estimate that students at the kindergarten level will grow at an annual rate of 3 percent.
