One boundary tweak idea. And yes, I characterize this as a "tweak" only. I am not seeing much in terms of major, large-scale changes.
Here is possible change: Send part of Fry attendance area to NV.
Specifically I am talking about the townhome/apartment area along west side of route 59 and also behind the retail area at 95th st/Rt 59. (I dont know the names of these areas. Anybody from down that way know?)
I believe this area is about 15% of the Fry ES attendance. I estimate this because the SD (KB gave it out) spreadsheet with grade attendance shows Tall Grass K-5 student numbers to be 85% of the Fry school report card attendance (872 students). When I figure out the names of these townhome areas....I will double check in this SD master spreadsheet.
This results in about 90 HS students moving from WV to NV. There is virtually no impact on the MS situation, a huge factor in making this feasible. Scullen already is a split btw WV and NV. And the makeup is approx 50/50. This relatively small number wont have big impact on HS feeder balance at Scullen, either way.
Before going too deep, does it make sense from a "not splitting neighborhood" point of view? I think it does. I think these townhome areas probably function as seperate neighborhood in many ways. This does violate the "minimize split" criteria in that this makes Fry a split ES. However, I would say that this is much less of a consideration for this townhown/apt area...because I speculate that fewer kids are here at this one address all the way through ES-to-HS years. (This would be much tougher call for single family home area. In fact....I would probably rule it out).
A critical factor is: does it make sense for enrollment balance? I think it does.
Using my numbers based on current ES enrollment.

I think this tweak is better from enrollment balance point of view. Also, it allows more room for future Ashwood growth at WV.
I think this change very much follows the precedent of Owen East going to WV. That decision recognized that if possible in terms of capacity, if a longer HS commute could be avoided, this would favorably be considered. Even if it split an ES. But if and only if there is a clear distinct line so you arent splitting a neighborhood with an arbitrary line. I think this tweak meets this criteria. In fact, I believe this tweak could very well have happened in conjunction with the Owen East into WV move.
My understanding is this townhome area would still be bussed to NV. I am NOT using walker/cost saving arguments here at all.

And I would say with absolute certainty, if any areas from Fry would be the first to go into NV...it would be the ones that are the closest (which are these townhomes).
It seems reasonable to me that if practical from enrollment, neighborhood cohesion, and MS-split viewpoints, this area in close proximity to NV should be considered for this reassingment. Really, I would love to hear from this area, and the Fry community in general about what they think of the idea. Thoughts?
