Schools get tough on residency rule

Students who register for classes in Valley View School District 365-U this year will have to go to greater lengths to prove they live there.
According to Mike Evans, a school board member and director of the Bolingbrook Chamber of Commerce, about 200 out-of-district students try to register at Valley View schools annually.
Bolingbrook parents are upset about the situation, he said, so the board this year is requiring more stringent rules for registration, coming up in the next week or so.
"Bolingbrook has had enough," Evans said.
In previous years, if a child came to registration, he or she could simply register and attend. To enroll in a school more information was required. This year, additional information is required at both times, Evans said.
Students will be asked to give proof of primary residency and not use a relative or friend's address, unless that person has obtained parental rights over the child. Mortgage or rental agreements and utility bills will be asked for, as well as birth certificates as proof of residency.
Families that move within the district boundaries should come to the Administration Center to process a change of address with the Enrollment Department, Evans said. All household information will be reviewed during the visit, the school handbook says.
"The free education in Valley View schools is only available to families who live within the district boundaries. However, an exception is made for families who move out of the district boundaries during the school year," according to the handbook.
Students also will need certain immunizations, unless there is an objection by the parents on religious or medical grounds, the rule book states.
"Our job is not to be social judges of families' situations," Evans said. But the board's job is to serve the educational needs of all students who live in the district, he said.
