I have heard that the new PTAs starting up this year will be created sequentially rather than all at once, starting with MVHS PTSA which has a nominating committee already selected and will have its charter meeting in November. Next will be the Fischer MS PTSA and then after that one will potentially be an Indian Prairie Gifted PTA (which I think will take the place of the Project Arrow Parents Organization and comes with some benefits to the org).
The existing PTA/PTSAs in the district will give funds not to exceed $2000 each to start the new MVHS and FMS units.

Is it normal for the other PTAs to pony up when a new one is started? $2000 seems like a lot for an ES to kick in. Will all of them kick in and do they all have to kick in an equal amount?

Yes, it is the usual way to start new PTAs. Previously the limit was $800. All PTAs have the choice as to what amount they give.
