Kirk-Butterfield work to be finished this week
August 27, 2008 BEACON By STEVE LORD slord@scn1.com
GENEVA -- At long last, flashing arrows and traffic cones should be a thing of the past at Kirk and Butterfield roads.
The busy intersection in Aurora and Batavia, under construction for more than a year, should be done at the end of this week. Only small finishing items -- called "punch list" items by highway officials -- will be left for the first couple of weeks in September.
Completion of the intersection work, which included new turn lanes, new signals, rechanneling of general traffic lanes and widening, is long overdue.
"I'm so tired of this project. It should have been done three years ago, before the Sonics and the Wal-Marts and everything else came in," said County Board member Gerry Jones, D-Aurora. The county first announced plans for the project five years ago.
One of Kane County's busiest intersections, roughly 54,000 cars come through each day. And those numbers are gleaned from counts in 2004 and 2006, so it could be even higher today.
The project was delayed by a variety of funding problems, including getting the state's match for federal money.
The delay pushed the project back until it got mixed in with the road improvements being put in for development at the intersection, in particular the new Wal-Mart and the outlot strips, including the new Sonic restaurant.
The result was a mish-mash of construction going on at the same time at the intersection and its approaches for several years.
The completed project provides three lanes in each direction on Kirk Road at the intersection, and two lanes in each direction along Butterfield. There also are right- and left-turn lanes and additional work for the Wal-Mart development, such as the new signal and lanes at Church Road and Butterfield.

*****Public Service Announcement******
There have a couple cars stopped in the Naperville Area lately with some inventive covers on their license plates.
This was a pet peeve of mine during my patrol days (along with tinted front door windows).
As the statute reads...no covers over the plates are legal...period.....Including clear ones. If you have one on your car, you risk getting a $75.00 ticket.
Effective 06/01/2008, 625 ILCS 5/3-413 “No License Plate Covers” Public Act 95-0029 Senate Bill 1265, Synopsis: Amends the Illinois Vehicle Code. Prohibits clear (as well as tinted) plastic license plate covers. Unlawful Use of License Plate Covers: (Sec. 12-610.5 Registration Plate Covers (a) In this Section, "registration plate cover" means tinted, colored, painted, marked, clear, or illuminated object that is designed to (1) cover any of the characters of a motor vehicle's registration plate; or (2) distort a recorded image of any of the characters of a motor vehicle's registration plate recorded by an automated red light enforcement system as defined in Section 1-105.5 of this Code or recorded by an automated traffic control system as defined in Section 15 of the Automated Traffic Control Systems in Highway Construction or Maintenance Zones Act. (b) It shall be unlawful to operate any motor vehicle that is equipped with registration plate covers. (c) A person may not sell or offer for sale a registration plate cover. (d) A person may not advertise for the purpose of promoting the sale of registration plate covers. (e) A violation of this Section or a similar provision of a local ordinance shall be an offense against laws and ordinances regulating the movement of traffic.
It apparently supercedes this already on the books Statute.
(625 ILCS 5/3‑413) (from Ch. 95 1/2, par. 3‑413) (Text of Section before amendment by P.A. 95‑29) Sec. 3‑413. Display of registration plates, registration stickers and drive‑away permits. (a) Registration plates issued for a motor vehicle other than a motorcycle, trailer, semitrailer, truck‑tractor, apportioned bus, or apportioned truck shall be attached thereto, one in the front and one in the rear. The registration plate issued for a motorcycle, trailer or semitrailer required to be registered hereunder and any apportionment plate issued to a bus under the provisions of this Code shall be attached to the rear thereof. The registration plate issued for a truck‑tractor or an apportioned truck required to be registered hereunder shall be attached to the front thereof. (b) Every registration plate shall at all times be securely fastened in a horizontal position to the vehicle for which it is issued so as to prevent the plate from swinging and at a height of not less than 5 inches from the ground, measuring from the bottom of such plate, in a place and position to be clearly visible and shall be maintained in a condition to be clearly legible, free from any materials that would obstruct the visibility of the plate, including, but not limited to, glass covers and tinted plastic covers. Clear plastic covers are permissible as long as they remain clear and do not obstruct the visibility of the plates. Registration stickers issued as evidence of renewed annual registration shall be attached to registration plates as required by the Secretary of State, and be clearly visible at all times.

IMO, there is no valid reason to have a cover other than to hold onto the thought that it will 'obscure' it from being read by someone/something that may need to read it as part of their job.

Letters to the Editor
August 29, 2008 SUN
State police on lookout over Labor Day holiday
As the Labor Day holiday weekend approaches, signaling the last days of summer, many of us will be driving to visit friends and family near and far. To keep your families and loved ones safe, the Illinois State Police and the Illinois Department of Transportation will be conducting the "Stay Alive on the I's" enforcement initiative. Beginning today at 2 p.m. through midnight and again on Monday, from 10 a.m. through 8 p.m., State Troopers will be assigned to patrol each 10-mile section of all Illinois interstate highways.
Our officers will be diligently enforcing all traffic laws and watching closely for drivers who are impaired, driving too fast or driving recklessly.
They will also be enforcing the occupant restraint laws. Your best chance of surviving a traffic crash and minimizing injuries to yourself and your passengers is to use your seat belt and properly secure children in required child safety seats and booster seats.
Lastly, please remember that we need your help in keeping our highways safe. If you see a impaired driver, report them by calling 911. If alcohol will be part of your celebrations, remember to drink responsibly and use designated drivers to keep everyone safe.
Have a safe and enjoyable holiday!
Captain Jeff Hedrich
District 2 commander
Illinois State Police

Warrenville Road closure to last the weekend
By Justin Kmitch | Daily Herald StaffContact writerPublished: 9/3/2008 3:10 PM
Lisle drivers and visitors should plan ahead this weekend if their plans include using Warrenville Road.
The thoroughfare will be closed from 10 p.m. Friday until 5 a.m. Monday between Yackley Avenue and Route 53, officials said.
Illinois Tollway spokeswoman Jan Kemp said the bridge over Warrenville Road is being rebuilt and widened as part of the ongoing Reagan Memorial Tollway Rebuild & Widen Project between Washington Street and Finley Road.
"We need to get in there and demolish the bridge that carries the tollway over Warrenville Road and we need to be free of traffic during that time," Kemp said. "We could have done nighttime closures only but the process would have taken three weeks. This way we inconvenience drivers once instead of three separate times."
The detour, which will be posted at the closure points, will send westbound traffic south on Route 53 to Ogden Avenue, west on Ogden Avenue to Yackley Avenue, and north on Yackley Avenue to Warrenville Road.
Eastbound traffic will be directed south on Yackley Avenue to Ogden Avenue, east on Ogden Avenue to Route 53, and north on Route 53 to Warrenville Road.
Kemp said the project to rebuild & widen I-88 to four lanes between Washington Street and Finley Road is scheduled to be complete by the end of the year.
The project also includes interchange improvements at Naperville Road, Route 53 and the Veterans Memorial Tollway (I-355), and bridge rebuilding & widening at the DuPage River and Naperville Road.

Tollway's Orchard Road ramp scheduled to close
September 9, 2008 Beacon News staff
The eastbound exit ramp from Interstate 88 to Orchard Road is scheduled to close tonight. The exit ramp will remain closed through late fall, according to a Tollway Authority spokesman.
The ramp is being closed as part of the rebuild project at the toll plaza on Orchard Road.
In the meantime, traffic is expected to be detoured onto Route 31, also known as Lake Street or Lincolnway. The posted detour will direct drivers to continue driving east on I-88; exit at Route 31; drive south on Route 31 to Indian Trail; then proceed west on Indian Trail until it connects with Orchard Road.
One eastbound lane will also close between Route 56 and Orchard Road at 8 p.m. today to complete striping and barrier wall relocation work, the Tollway Authority said.
The Tollway Authority plans to maintain the same number of lanes as during normal conditions throughout the duration of construction. To make this possible, lane widths will be reduced and traffic will be shifted.

Westbound 75th street closed due to flooding today/tonight.
Earlier today, small barricades blocks one lane on both the east bound and west bound lanes. Tonight larger barricades were put up at all turn lanes leading to westbound 75th St. It looked like the eastbound lanes were still open. As we continue to get this rain, there is a possibility it will remain closed in the morning, so plan your routes accordingly.
When I drove through this afternoon, the entire westbound lane was flooding from the apartments on the right to the median. Completely flooded. I'm very surprised it wasn't entirely blocked off then.
